As Transport Canada’s TP 15530 Level 1 Complex regulations come into effect on November 4, 2025, professional operators must be equipped with the knowledge and certification required to fly BVLOS (Beyond Visual Line of Sight) in complex environments. Steps to Acquire Your Pilot Certficate (RPA) - Level 1 Complex Operations
1. Complete Ground School TrainingEnroll in a Transport Canada–compliant ground school program that covers the full knowledge requirements outlined in TP 15530, including air law, meteorology, navigation, human factors, and RPAS technical systems.
2. Pass the Level 1 Complex Operations ExamOnce training is complete, schedule and pass the Transport Canada Level 1 Complex Operations Exam through the Drone Management Portal to demonstrate your theoretical knowledge.
3. Undergo a Flight Review Successfully complete an in-person flight review with a certified flight reviewer to validate your ability to safely and effectively operate an RPAS in real-world conditions.
Items required to Acquire Your RPAS Operator Certficate
Applicants must:
- Appoint an Accountable Executive
- Designate a Maintenance Responsible Person
-Implement a Training Program
- Establish Standard Operating Procedures
- Put in place a Safety Risk Management Process
- Submit a declaration through the Drone Management Portal to Transport Canada confirming compliance and pay the required fees for issuance of the RPOC.
